Yes, but there's no obligation to move any of the fairy pawns. A player can simply shuffle their king around as the starting position is the safest by any measure.

What happens if there's shuffling? I haven't tested this variant yet, but I'm skeptical as to whether or not attacking is forced since the king can move in all directions and the pawns can simply stay on their home rank to defend given the board geometry.
